2023年11月22日，金色财经有报道指出：赵长鹏在X平台发文宣布辞去币安首席执行官的职务，现任前全球区域市场主管Richard Teng被任命为币安新任首席执行官。在加入币安之前，Richard曾担任阿布扎比全球市场(ADGM)金融服务监管局首席执行官；新加坡交易所（SGX）首席监管官；新加坡金融管理局企业财务总监。
Richard Teng 是谁？为何他成为了赵长鹏“接班人”？
Richard Teng 是谁？
据Linkedin, Richard Teng 现年52岁，是一名新加坡人。其于1991-1994年就读于新加坡南洋理工大学。1994年大学之后成为新加坡公务员，就职于新加坡金管局MAS，一路升至MAS Corporate Finance部主任。
Richard Teng在新加坡MAS就职期间，Richard Teng 还在不断充电，1998年硕士毕业于西澳大利亚大学；2004年毕业于世界著名商学院宾夕法尼亚大学沃顿商学院。
2007年 Richard Teng 离开新加坡MAS，转至任新加坡交易所（SGX），陆续担任高级副总裁、发行人监管主管及首席合规官。
2015 年 3 月 Richard Teng 加入阿布扎比全球市场（Abu Dhabi Global Market，ADGM），担任首席执行官。据ADGM，Richard Teng任CEO后使ADGM获得了全球监管机构和行业机构的认可，比如ADGM连续四次获得全球投资者出版物《欧洲货币》颁发的 "中东和北非地区最佳国际金融公司 "的奖项。
Richard Teng 2021年3月离开ADGM，2021年8月加入币安，担任币安新加坡CEO，2023年11月，正式成为赵长鹏接班人。

据Richard Teng的个人Linkedin，其在2021年加入币安之后得到快速提拔，尤其是在2022年11月之后。
2022年11月正是FTX遭到币安CEO赵长鹏阻击后宣布破产倒闭的时间。
众所周知，FTX的倒闭给加密货币行业带来了巨大冲击，尤其是机构投资者和监管机构对加密行业的重新审视。
在2022年11月之前，Richard Teng负责中东北非市场有近11个月。2022年11月之后，Richard Teng在币安得到快速提拔，从负责欧洲和中东北非市场，再到负责亚洲、欧洲和中东北非市场，再到2023年5月29日领导美国以外的所有区域市场的最新任命，Richard Teng 6个月之内完成这一切。
这半年币安发生了什么
在2022年一系列加密机构暴雷尤其是FTX的倒闭之后，全球监管机构转变对加密行业的态度，趋向对加密行业进行严格监管。

近半年来，币安和赵长鹏正面临来自各国监管机构越来越多的监管压力，比如美国、加拿大、澳大利亚、迪拜等地的监管机构。
2023年2月BUSD发行商Paxos表示，在监管机构美国纽约金融服务部（NYDFS）的要求下，将从 2 月 21 日起停止铸造发行BUSD。
2023年3月27日，美国商品期货交易委员会(CFTC)宣布向美国伊利诺伊州北区地方法院提起民事诉讼，指控赵长鹏和运营Binance平台的三个实体多次违反《商品交易法》(CEA) 和 CFTC 规定。
一向对加密界友好的迪拜也在加强对加密货币许可证申请者的审查，要求币安（Binance）等申请人提供更多信息。2023年4月，彭博引述消息人士表示，迪拜虚拟资产监管局(VARA)官员最近几周要求币安提供更多关于其所有权结构、治理和审计程序的信息。
2023年5月13日，币安宣布，由于监管政策的改变，将不再向加拿大用户提供服务，主动推出加拿大市场。
2023年5月18日，币安澳大利亚（Binance Australia）发推表示，由于本地支付服务提供商停止支持，因此已暂停澳元服务，澳大利亚的币安用户不再可以通过银行转账进行澳元存款和提款。从 6 月 1 日起，币安停止所有澳元交易对。
2023年6月5日，美国SEC起诉币安和赵长鹏，对币安和赵长鹏提出13项指控，包括经营未注册的交易所、经纪自营商和清算机构；在 Binance.US 平台上歪曲交易控制和监督；未经登记的证券发行和销售等。
2023年11月22日，美国司法部门与币安达成和解协议：币安的总罚款为4,316,126,163美元，其中包含来自美国财政部FINCEN（金融犯罪执法局）的34亿美元以及来自OFAC（外国资产控制办公室）的9.68亿美元。
