Crypto lending platform Nexo announced on Tuesday that it has received preliminary approval from Dubai’s Virtual Asset Regulatory Authority (VARA), which means that the platform may operate locally as a licensed entity. It is reported that Nexo’s acquisition of a full license includes three stages: an initial temporary license, Preliminary licenses and operating licenses are currently being sought for its regional entity Nexo DTC to obtain full approval for lending and borrowing, management and investment, and broker-dealer operations. According to CoinDesk, Nexo, a digital asset services company, has received initial approval as a licensed entity in Dubai from the region's Virtual Assets Regulatory Authority (VARA). Nexo's regional entity, Nexo DTC, is seeking full approval for Lending & Borrowing, Management & Investment, and Broker-Dealer activities. Obtaining a full license involves three stages: an initial provisional permit, a preparatory license, and an operating license. Dubai, the most populous city in the UAE, along with the nation's capital, Abu Dhabi, has been working to attract financial institutions as it aims to become a global crypto hub. Although VARA's public record register does not yet show Nexo DTC having won initial approval, the register is typically updated within a few days of such developments. Kalin Metodiev, co-founder and managing partner at Nexo, expressed enthusiasm about pursuing new market strategies in line with the guidance of Dubai's Virtual Asset Regulatory Authority. Previously, Nexo agreed to pay $45 million to the SEC for failing to register the offer and sale of its Earn Interest Product (EIP) but has also sought $3 billion in damages from Bulgaria for bringing it disrepute after the nation's investigation found no evidence against the company.

According to CoinDesk, a group of former Citigroup executives intends to offer bitcoin-backed securities without the need for approval from the U.S. Securities and Exchange Commission (SEC). Receipts Depositary Corp. (RDC) plans to offer depositary receipts similar to American depositary receipts (ADRs) that represent foreign stocks on U.S. equity exchanges. The 'BTC DRs' will be offered to institutions and cleared through the Depository Trust Company (DTC), as stated in a company release. RDC will provide bitcoin depositary receipts to investors in transactions exempt from registration under the Securities Act of 1933. RDC co-founder and CEO Ankit Mehta described the startup as 'a conversion tool for asset owners... that want to take their bitcoin and convert it into a DTC-eligible security and enjoy direct ownership in the U.S. clearances.' RDC aims to address the institutional demand for bitcoin investments that may not be satisfied by a spot exchange-traded fund (ETF). The SEC is expected to approve the listing of a spot BTC ETF in the U.S. soon. Unlike shares in bitcoin ETFs, which would be redeemed for cash, depositary receipts would offer direct ownership of bitcoin, according to Mehta.
