CIA Director Bill Burns and MI6 Chief Richard Moore recently revealed that both agencies are utilising artificial intelligence (AI) to tackle contemporary threats. In a joint op-ed published in the Financial Times, they discussed the deployment of generative AI to manage vast amounts of data, summarising intelligence and identifying crucial information amidst the overflow of data. This technology aids intelligence activities, streamlining processes from ideation to pinpointing key intel.
Securing Operations through AI
AI is not only enhancing data management but also securing operations. Burns and Moore disclosed that their agencies are training AI systems to "red team" their activities, ensuring that their operations maintain the required secrecy. This proactive approach reflects a commitment to safeguarding intelligence work while embracing advanced technology.
Geopolitical Impact of Technology
The op-ed highlighted how technology is reshaping the geopolitical landscape, with the war in Ukraine serving as a prime example. The conflict has demonstrated the influence of technology, from satellite imagery and drones to cyber warfare, all playing pivotal roles alongside traditional weaponry. Burns and Moore emphasised that technology can significantly impact the course of war when combined with human bravery and conventional arms.

Combatting Disinformation and Sabotage
Beyond Ukraine, the CIA and MI6 are working together to disrupt Russian disinformation campaigns and sabotage activities across Europe. They noted that Russia's use of generative AI is rapidly evolving, posing a growing challenge. This collaboration underscores the importance of countering such threats to maintain stability in the region.
Rising Challenges from China
The intelligence chiefs also pointed to China as a significant concern, describing it as the "principal intelligence and geopolitical challenge of the 21st century." The Chinese military's incorporation of generative AI into cyber operations, including social media manipulation and election interference, raises serious concerns. In response, both agencies are partnering with innovative companies to maintain their technological advantage.

Longstanding AI Exploration
While the joint revelation provides transparency, it is important to note that intelligence agencies have been exploring AI applications for some time. CIA's director of Artificial Intelligence Innovation, Lakshmi Raman, discussed the agency's success with generative AI in triaging content and assisting analysts at an Amazon Web Services Summit in July 2023. This trend is reflected in the growing contracts between federal agencies and private tech companies, as AI's role in intelligence continues to expand.
